Elmer L. Claycomb, P.E., C.F.M. – Principal

Mr. Claycomb has been a consulting engineer since 1965, specializing in the field of urban drainage and flood control. He also served as the Yavapai County Flood Control District Administrator from 1988 to 1992. During his years as a consultant, he has also provided general civil engineering services including planning and design of roads, water and sewer systems, and other general civil facilities for both public and private clients.

Mr. Claycomb has been Project Manager on many master drainage studies and final design projects, including; Cities/Towns of Boulder, Aurora, Denver, Avon, Rangely and Lakewood, all in Colorado and for the Yavapai County Flood Control District, City of Prescott, and the Town of Prescott Valley in Arizona. He has prepared master drainage plans for entire new communities such as the Beaver Creek ski area in Colorado, as well as dozens of drainage studies for smaller developments.

He has been project manager for floodplain delineation studies for FEMA, Colorado Water Conservation Board, Corps of Engineers, and Yavapai County Flood Control District.

Recent Project Experience

Master Drainage Plan; Town of Prescott Valley. Mr. Claycomb managed the completion of a master drainage study for the entire Town. The project required a six-month fast track schedule and included all surveying, data collection, and hydraulic/hydrologic modeling. The project also includes a Drainage Criteria Manual for the Town.

Sandretto Area Storm Drainage Improvements; City of Prescott. Planned and designed storm sewers and detention facilities to relieve flooding in a portion of the City of Prescott, Arizona.

Cliffside Trail/Pima Way Stormwater Management Project; Yavapai County Flood Control District. Planned and designed storm sewer improvements in the area of the Beaver Creek Golf Course in Yavapai County, Arizona.
